Until now, only CUDA and HIP were supported through the liboffload adapter. This change adds the necessary support to enable SYCL via the liboffload Level Zero plugin, using the UR offload adapter.

SYCL RT changes LGTM

do you have UR on liboffload testing? will you add this configuration there too?

Liboffload adapter in UR is only for testing/development use. I would like to enable it on CI, but currently we have higher priority task so this must wait.

CI failures were caused by: #20750, #18763, #19688 and #21114.
